Rosslare Harbour is a settlement at the very end of the N25. It is often confused with the major port positioned in the harbour, which is now named Rosslare Europort.

The port is the destination at the actual end of the N25. It handles traffic to and from Cherbourg, Fishguard, and Pembroke Dock, and reported a significant increase in trade in 2021.

The village of Rosslare itself lies some 4 km north-west of the harbour.

Work commenced in 2023 to expand the port to cope with increased demand for freight and passenger sailings to the continent. The expansion plans create additional marshalling space to the west of the existing port, with new facilities for freight. The network within the port is being designed so that future improvements to the N25 will be able to be tied in to terminate a motorway or expressway upgrade directly into the port itself.

Additionally, improvements are planned to berths to take advantage of larger modern ro-ro ferries with linkspans on multiple levels to speed loading and unloading time[1].
