The B3138 is a link road in Barnstaple.
It leaves the A361 southern bypass at a roundabout at the point where the bypass also meets the A377, and goes north along Bishop's Tawton Road / South Street through the suburban district of Newport. Landkey Road / Newport Road (the original line of the A361) is crossed at traffic lights and from here the B3138 continues (as Hollowtree Road) through an industrial estate to the route's terminus at a roundabout on the A39 Eastern Avenue.
The first two thirds of the route, south of the Newport Road lights, was – until construction in the 1980s of the Barnstaple southern bypass (then numbered A39) – the final half-mile of the A377. The northern section along Hollowtree Road is new-build from the same decade, connecting to the Eastern Avenue route (then A361; now A39) which was constructed on the alignment of the former Devon & Somerset Railway route from Taunton to the now vanished Victoria Road station.
