The C23 follows the former line of the A46 along Gloucester Road at Lower Swainswick. It starts on the A4, London Road, and heads north to the city boundary. Normal practice in the council area is for the number to change to a 3-digit number at this point, however the C22, which follows the old line of the A4 through Batheaston and was created at the same time, includes the full length of the route, both within Bath and Batheaston. The council list does not give a number for the northern part of Gloucester Road, nor does it suggest that the C23 extends outwith the city, although this seems the most likely situation.
