In the 1922 Draft Road Lists, the A7 was to run along the border, using what is now the A698 between Hawick and Berwick. This was in order to simplify things, having the zone boundary as close to the border as possible. Trying to decide what number the more important Hawick to Edinburgh road was to get, they chose A7a.
