The B949 essentially just consists of Jessie Street in Blairgowrie, linking the A93 and A923 to the south of the town centre. It starts on the A93 Perth Street and heads east along Jessie Street, which looks more like an unclassified residential road than a Class II route. Early maps suggest that the B949 originally turned left into Harriet Row to reach the A923 Bankhead. However, now the route continues to the end of Jessie Street to a T-junction where it TOTSOs left into Emma Street to reach the A923, ending at a set of traffic lights soon after.
