The B928 is a short B-road to the east of Kirkcaldy town centre. It starts at a mini-roundabout on the A955 (former B927) Townhead in Dysart and heads northwest along Windmill Road, climbing away from the sea. The road soon goes under the Fife Circle Line. The road is largely residential although it also passes parkland, cemeteries and High School grounds. The route ends at the far end of Windmill Road at a mini-roundabout on the A921 (former A92) Rosslyn Street in Gallatown.
