The B963 was originally allocated to a route running north from the A92 at Muirdrum north of Carnoustie, and ending opposite the A930. From here it worked its way north west, crossing the B961 near Crombie Mill and climbing over the eastern end of the Sidlaw Hills. Although the large village of Letham was avoided, the much smaller settlements of Craichie and Kingsmuir were passed before Forfar was reached. It then followed South Street to the very end at the High Street and came to an end on the A932 on the eastern edge of Forfar town centre.
Very early on, probably on 16th May 1924, the route was upgraded to become the A958. It kept this number until at least the 1970s but since then the route has been downgraded again to the B9128, which it remains.
