The original B28 was a short route in the north of the Isle of Man, which started on the B6 in Andreas and headed north west to the B3 coast road near The Lhen. The route was not in the original classification of 1926, but added before 1929. The whole route was renumbered as the A19 before 1963.
The Manx Government Circular 1814 of 17/08/1937 defines this route as: Kiondraughad Road, Andreas Village to the Lhen
