The C1028 climbs up from Balloch, on the eastern edge of Culloden, to the Cumberland Stone Junction at Culloden Moor. Here, it meets the B9006 at a crossroads, with the road straight ahead numbered as the C1088. At the Balloch end, the C1028 meets the C1032 twice, the mainline using Culloden Road with a spur along Cherry Park.
